Policy Against Substance Abuse At The Workplace
Abstract
Background: Italian
laws mandate alcohol- and drug-testing at the workplace. Companies are advised
to develop an effective health and safety management system, in order to minimize
hazards directly or indirectly streaming from work.
Methods: The
Italian study group on Hazardous Workers (La.R.A.) is an association of
physicians from different specialties, jurists, bioethicists, trade unionists,
and employers, aiming at defining and implementing preventive policies on how
to manage hazardous workers. LaRA held a meeting on workplace alcohol- and
drug-testing in Rome,
April 5, 2008, and developed a Consensus Document.
Conclusion:
Each employer should draw up, together with the
staff, a written programme on drug-free workplace. The programme defines the
overall objectives for and the practices to be observed at the workplace in
order to prevent substance abuse and to refer the problem users to treatment. Pre-employment
drug testing may be carried out by qualified, public laboratories. Workplace
drug testing must be carried out in a legally secured way and according to defined
quality standard, taking into account the integrity and protection of privacy
of the persons tested as well as their other fundamental rights.
Il Gruppo di Studio sui Lavoratori Pericolosi per gli Altri (La.R.A.) si è costituito alla fine del 1999, con la partecipazione di medici di diverse specialità e funzioni, bioeticisti, giuristi, rappresentanti dei datori di lavoro e dei lavoratori, per favorire una crescita delle conoscenze sulle modalità di tutelare al tempo stesso la salute pubblica ed i diritti civili dei lavoratori con problemi che possono mettere in pericolo la salute di terzi.
